"In Time's" Timberlake, 30, recently stopped by "The Ellen DeGeneres Show," where he reminisced about his days on "The Mickey Mouse Club" with former costar Gosling, 30.

"We used to do terrible things. We thought we were so cool," Timberlake recalled. "Looking back on them, they weren't as bad as I thought they were at the time. We stole a golf cart. And we were like, 'Yeah, man. We're stealing a golf cart!'"

All kidding aside, the future A-listers bonded after Timberlake's mother, Lynn Harless, became Gosling's legal guardian for six months. "His mother had to keep her job in Canada the second year that we were on the television show," Timberlake explained. "We were probably a little closer than the rest of the kids that were on the show just because we had to share a bathroom."

Though Timberlake said it's been "hard to keep up with" Gosling since their "MMC" days, he thinks Gosling has become an "unbelievable" leading man. "I think one of the best actors of our generation."

Blue Jays: Farrell can't leave for Red Sox (AP)

TORONTO ? The Toronto Blue Jays don't intend to let manager John Farrell leave for the same job with the Boston Red Sox.

The Jays issued a statement Tuesday that said employees won't be permitted to leave for the same job in another organization ? essentially blocking a move by Farrell back to the Red Sox.

"Due to the distraction caused by media speculation regarding our employee permission policy, the Toronto Blue Jays have amended their policy and will not grant permission for lateral moves," the team said in a statement.

General manager Alex Anthopoulos had previously said employees were permitted to speak with any team about any job.

Farrell spent four seasons as Boston's pitching coach before being hired to manage the Blue Jays last year. The team finished fourth in the AL East with an 81-81 record in his first season on the job.

On Sunday, the Boston Globe reported the Red Sox had interest in bringing Farrell back as manager.

The Red Sox are going through a shakeup following one of the biggest September collapses in major league history. They blew a nine-game lead in the wild card over the final month of the season and missed the playoffs.

Manager Terry Francona was dismissed and general manager Theo Epstein joined the Chicago Cubs.

Groundbreaking Held For Sapporo Japan Temple

A groundbreaking ceremony for the Sapporo Japan Temple of The Church of Jesus Christ of Latter-day Saints (Mormons) was held Saturday amidst wind and rain, marking the beginning of the Church?s third temple in Japan and sixth in Asia.

Elder Gary E. Stevenson of the Church?s First Quorum of the Seventy presided at the groundbreaking. He was joined by Elders Michael T. Ringwood and Koichi Aoyagi of the Seventy. Former Japan prime minister Yukio Hatoyama also attended the ceremony.

?I am thankful for this historic groundbreaking?even in this downpour,? Elder Stevenson said. ?Everything today was wet with rain, but the spirit of the saints was not dampened at all. They came with their hearts open and with complete joy as they saw the image of the temple at the groundbreaking ceremony. You could see that their eyes and hearts were just filled with joy to know that they are going to have a house of the Lord on the island.?

Former prime minister Hatoyama expressed gratitude to the Church for its Japan earthquake and tsunami recovery efforts. Hatoyama also praised the church for its focus on strong families.

The Sapporo Japan Temple was first announced at the October 2009 general conference by President Thomas S. Monson. Dedicated in October 1980, the Tokyo Japan Temple was the first temple in Asia.?The Fukuoka Temple was dedicated in June 2000 and became the eighty-eighth temple worldwide.

The Church, which has been in Japan since 1901, has 125,000 Latter-day Saints spread through 286 congregations.

The GOP pro-growth, flat-tax competition

According to Gallup, President Obama?s approval rating in the third quarter of 2011 averaged 41%, a new quarterly low. That adds to the thought that the winner of the GOP presidential primary sweepstakes is going to be the next president.

And inside that Republican contest, the policy pendulum is swinging toward pro-growth, flat-tax reform. A new agenda. With Herman Cain?s 9-9-9 plan and the announcement of a Steve Forbes-type flat tax from Gov. Rick Perry, the GOP flat-tax-reform competition is dominating the headline news.

While President Obama stumps for huge tax hikes ? on incomes of $200,000 to the millionaire and billionaire levels ? and demoralizes businesses and entrepreneurs with his populist attacks on success and risk-taking, the GOP is fast coming up with a much better idea.

The handwriting is now on the wall. A huge part of the 2012 campaign will be pro-growth tax reform versus ?fairness,? redistribution and soak-the-rich. In a stalled-out economy, I?ll take the supply-side bet anytime. Pro-growth, flat-tax reform is going to win.

The stock market gets this. The flat tax is bullish. In late September, Herman Cain trumpeted his 9-9-9 flat-tax/fair-tax hybrid reform plan at the Orlando, Fla., debate. Since early October, stocks have come out of their funk, rising 12 percent.

Coincidence?

Part of the stock rally is based on strong corporate earnings, the mother?s milk of stocks. So far for the third quarter, almost three-quarters of reporting companies have beaten estimates, with overall profits coming in about 14 percent ahead of year-ago. And investors are hopeful that? Europe will solve its sovereign-debt and banking woes.

But the sudden stock rally could also be discounting a new GOP growth plan that will replace the dreary Obama tax-the-rich mantra.

Investors read the political polls as well as the earnings results. And investors sense that a rejuvenated Republican Party ? with candidates competing for the most pro-growth, incentive-oriented tax reform ? bodes well for America?s economic future. So with the election a little more than a year away, stocks may be thinking about a new Reagan-like era in economic policy.

An era when success is rewarded, not punished. An era when consumption is taxed more while savings and investment are taxed less. An era when capital formation rises from the ashes to produce a new surge in productivity, jobs and real incomes. An era when simplicity trumps $450 billion in compliance costs; when a new Republican party means business when it says it will drive a stake through a tax code that has been a ball-and-chain to the economy.

Add to that widespread agreement among the GOP candidates for strict spending limitations; a regulatory rollback; an unleashing of America?s oil-and-gas shale revolution (which will give us energy independence); and the likelihood that a Republican president will stop the Federal Reserve from devaluing the dollar and flooding the financial system with an overload of new money. All the GOP frontrunners would replace Ben Bernanke, and at least Cain and Perry have hinted at re-linking the dollar to gold.

And all these policies mark a return to the Reaganesque principles that rejuvenated free-market capitalism 30 years ago and could ignite an economic-growth surge once again ? even amidst all of today?s doom and gloom.

Radio prophet gone from airwaves on new Judgment Day eve (Reuters)

ALAMEDA, Calif (Reuters) ? An evangelical broadcaster whose end-of-the-world prophecy earlier this year stirred a global media frenzy has vanished from the public eye and airwaves ahead of his recalibrated doomsday date, set for Friday.

Days after the apocalypse he originally predicted for May 21 conspicuously failed to materialize, Harold Camping emerged from a brief seclusion to say he had merely miscalculated by five months, and he pronounced a new Judgment Day, October 21.

The following month, the now 90-year-old former civil engineer was said by his California-based Christian radio network to have suffered a stroke that left him hospitalized.

He has largely dropped out of sight since then, and his daily radio program, "Open Forum," broadcast on more than 60 U.S. stations, has been canceled.

Moreover, there is little evidence that swarms of believers who once fanned out in cities nationwide with placards advertising Camping's message -- some giving up life savings in anticipation of being swept into heaven -- were following a new doomsday countdown.

Gone, too, are the billboards posted around the country by Camping's Family Radio network declaring that Judgment Day was at hand.

Reached by telephone on Thursday, network spokesman Tom Evans declined to comment on Camping or his prophecies, except to say that he had "retired" as a radio host but remained chairman of the board of Family Stations Inc.

Camping himself had little else to say when he answered the door of his home in nearby Alameda, wearing a bathrobe and leaning on a walker.

"We're not having a conversation," he said, shaking his head with a chuckle. "There's nothing to report here."

Municipal records show that a Sunday prayer group led by Camping, the Alameda Bible Fellowship, has continued to meet on a weekly basis in a large ground-floor room of the Veterans Memorial Building leased by the city Recreation and Parks Department.

Marcia Tsang, a facilities coordinator for the department, said receipts show Camping's group has been renting that space since at least 1996, paying the standard fee of $45 an hour. The room remains assigned to his fellowship under an evergreen reservation that extends beyond this week, she said.

Local American Legion officer Ron Parshall, 70, part of a veterans group that meets at the same building in an adjacent room one Sunday a month, said he sees Camping leading his Bible services there regularly.

He said the number of Camping's followers at the prayer meetings seems to have dwindled since the failed May 21 prophecy -- down to about 25 congregants on a typical Sunday -- plus about 20 youngsters who attend Sunday school classes in conjunction with the prayer group.

Parshall said he saw Camping about a month ago, that he showed no outward signs of debilitation and "wasn't limping at all."

"He was a nice man," Parshall said, adding "He was just too radical for me. Anyone who claims to be that close to God, I take it with a grain of salt."

Texas Gov. Rick Perry to call for a flat tax (AP)

LAS VEGAS ? Texas Gov. Rick Perry is calling for a flat tax. Perry told the Western Republican Leadership Conference on Wednesday that he'll unveil the tax as part of his broad plan to revive the economy and create jobs. He says he plans to outline his proposal in an economic speech next week.

French, German disagreement endangers Greek deal (AP)

BRUSSELS ? A person familiar with the talks over a second massive bailout for Greece says disagreement between France and Germany is endangering a crucial deal expected for this weekend.

The person says that Germany is pushing for banks to accept cuts of 50 percent to 60 percent on the value of their Greek bonds.

He says France is insisting that leaders at their summit Sunday should only make technical revisions to a preliminary agreement reached with private investors in July.

That deal would lead to losses of some 21 percent on Greek bondholdings, much of that from cuts in interest rates and deferred payments.

The person was speaking on condition of anonymity because of the sensitivity of the negotiations.

Europe officials promised a "comprehensive solution" to the crisis at Sunday's summit.

PARIS (AP) ? France's finance minister warned Tuesday that economic growth next year may be lower than estimated, after a leading agency indicated that it may put the country's cherished triple-A rating on notice for a possible downgrade.

Ahead of the 2012 budget debate in parliament, Finance Minister Francois Baroin said on France-2 television that the growth estimate of 1.5 percent for Europe's No. 2 economy next year was "probably too high."

He blamed the risk of a global slowdown, which he said could be "very vast" and "severe."

Baroin said the government would "put everything in place to avoid falling into a recession ... and to protect our country from a downgrade" of its triple A rating.

However, Baroin said he wouldn't change the forecast just yet, especially in the run-up to a much-awaited meeting of eurozone leaders in Brussels this Sunday and the early November meeting of the Group of 20 leaders from the industrial and developing world.

"If we are capable in the next two weeks of .... measures powerful enough to stop speculation so that we can make people understand that we will not let 60 years of European construction collapse ... then I will have no worries, there will be growth in 2012 and 1.5 percent will be achieved," he said.

With only the German economy bigger, France could well have a big bill to pay for sorting out Europe's debt crisis even at a time when it's trying to bring its borrowing levels down. The global slowdown has made it increasingly difficult for countries to balance their budgets as weak growth means less revenues pouring in and higher benefits being paid out.

It's in that context that Moody's said it will be studying whether to put France's rating on notice for a possible downgrade over the next three months. It said it will focus in on the government's ability to implement its fiscal and economic reforms as well as any other potential adverse economic or financial market developments.

It said the French government has much less room for maneuver in terms if stretching its balance sheet than it had in 2008.

"France may face a number of challenges in the coming months ? for example, the possible need to provide additional support to other European sovereigns or to its own banking system, which could give rise to significant new liabilities for the government's balance sheet," Moody's said.

Moody's warning comes ahead of Sunday's meeting of eurozone leaders in Brussels. For days, markets have been hopeful that they would unveil a comprehensive solution to Europe's debt crisis that would include a big ramp up in the bailout fund, a recapitalization of a large segment of the banking sector and a strategy for Greece.

However, on Monday German officials sought to downplay market expectations and the market mood has turned sour once again. France's CAC-40 index of leading shares was underperforming its main peers in Europe on Tuesday, trading 1.8 percent lower as against the 0.5 percent fall on the German DAX.

Ahead of the meeting on Sunday in Brussels, the markets will be closely monitoring comments from all round Europe.

Jan Kees de Jager, the Netherlands finance minister, said the meeting needs to produce concrete results even though his counterpart in Germany, Wolfgang Schaeuble, said Monday that the weekend summit would not provide a "definitive solution."

De Jager is quoted in Germany's Die Welt newspaper Tuesday as saying that the markets "are awaiting a long-term solution. The overall package must involve a wide-reaching and irreversible agreement over enhanced controls in the eurozone in the future."

In Greece, whose crushing debts sparked the crisis Europe now finds itself in, railway workers and journalists joined a wave of strikes Tuesday against austerity measures required if the country is to avoid defaulting. Strikes also kept island ferries in port for a second day Tuesday, while rotting mounds of rubbish remained uncollected for the 17th day in the country's cities.

(AP) ? Armando Cardenas says he has thought about leaving Alabama because of the possibility of being arrested as an illegal immigrant and the hostility he feels from residents.

But now that a federal appeals court has sided with the Obama administration and dealt a blow to the state's toughest-in-the-nation immigration law, Cardenas said he will stay for at least a while longer.

"It's not easy to leave everything you have worked so hard for," Cardenas said after the appeals court blocked public schools from checking the immigration status of students.

The decision from the 11th U.S. Circuit Court of Appeals also said police can't charge immigrants who are unable to prove their citizenship, but it let some parts of the law stand, giving supporters a partial victory. The decision was only temporary and a final ruling isn't expected for months, after judges can review more arguments.

Unlike in other states where immigration crackdowns have been challenged in the courts, Alabama's law was left largely in effect for about three weeks, long enough to frighten Hispanics and drive them away from the state. Construction businesses said Hispanic workers had quit showing up for jobs and schools reported that Latino students stopped coming to classes.

While the long-range implications of the decision remain to be seen, immigrants celebrated the judges' ruling. Word spread quickly through the state's Hispanic community as Spanish-language radio stations aired the news.

"When I listened to that, I started crying. I called my friends and said, 'Listen to the radio.' We're all happy," said Abigail, an illegal immigrant who didn't want her last name used because she feared arrest.

The judges let stand part of the law that allows police to check a person's immigration status during a traffic stop. Courts also can't enforce contracts involving illegal immigrants, such as leases, and it's still a felony for an illegal immigrant to do business with the state for basic things like getting a driver's license, the judges ruled. Their 16-page decision contained very little discussion about their ruling.

The Atlanta-based appeals court blocked part of the law that required school officials to verify the citizenship status of students enrolled after Sept. 1. It also barred enforcement of a section that lets police file a misdemeanor charge against anyone who is in the country illegally and doesn't have federal registration papers.

The Obama administration and a group of immigrant advocates such as the ACLU sued the state of Alabama after the law was passed in June. A federal judge upheld much of it late last month, and the Obama administration and the groups appealed.

Alabama Republicans said the law was needed to protect the jobs of legal residents. House Speaker Mike Hubbard, who championed the measure, praised the panel for allowing the "most effectual parts" of the law to remain in place.

"We've said from the beginning that Alabama will have a strict immigration law and we will enforce it. Alabama will not be a sanctuary state for illegal aliens, and this ruling reinforces that," he said.

Republicans in the state have long sought to clamp down on illegal immigration and passed the law earlier this year after gaining control of the Legislature for the first time since Reconstruction. Alabama Gov. Robert Bentley signed the measure, saying it was crucial to protect the jobs of legal residents amid the tough economy and high unemployment.

"Unfortunately, by failing to do its job, the federal government has left the problem of dealing with illegal immigration to the states," Bentley said in a statement. "Alabama needed a tough law against illegal immigration. We now have one. I will continue to fight to see this law upheld."

Advocacy groups who challenged the law said they were hopeful the judges will eventually block the rest of it.

"I think that certainly it's a better situation today for the people of Alabama today than it was yesterday," said Omar Jadwat, an attorney for the ACLU. "Obviously we remain concerned about the remainder of the provisions, and we remain confident that we will eventually get the whole scheme blocked."

It's not clear exactly how many Hispanics have fled the state, but earlier this week many skipped work to protest the law, shuttering or scaling back operations at chicken plants and other businesses.

Alabama's law is in the spotlight because it's the only state where some of the strictest provisions were allowed to play out.

Arizona led the nation in April 2010 when it passed a tough crackdown, but a judge blocked parts of it before it could take effect. Gov. Jan Brewer, a Republican, has appealed to the U.S. Supreme Court, but the justices have yet to decide whether to take up the case.

A similar measure adopted in Utah earlier this year was put on hold by a federal judge in May after civil rights groups challenged it. Ditto for parts of new immigration laws passed by Georgia and Indiana.

South Carolina became a flashpoint this week when civil rights groups sued the state to block a law that takes effect in January, requiring police to check suspects' immigration status and mandating that all businesses check their hires through a federal online system.

The Justice Department called the Alabama law a "sweeping new state regime" and urged the appeals court to forbid states from creating a patchwork of immigration policies. Thomas Perez, head of the Justice Department's civil rights division, said he was particularly concerned about the school requirement.

"We're hearing a number of reports about increases in bullying that we're studying," said Perez, who said the government is trying to determine how many absences and withdrawals are linked to the law.

Some critics say the damage has already been done.

Nelly Tadeo, a legal U.S. resident from Mexico, said she notices icy stares in Walmart and feels like whites and blacks are wondering if she is legal and pays taxes.

"Even if the law gets canceled, Alabama is not going to be the same. Now, people are just looking at you like, 'You're an illegal immigrant,'" said Tadeo. "I think that's permanent. A lot of people never thought about who was illegal, who was legal before. Now that's what they're thinking about."

UK coroner to probe Russian ex-KGB officer's death (AP)

LONDON ? A British coroner has ordered a wide-ranging inquest into the 2006 death of dissident former KGB officer Alexander Litvinenko.

Litvinenko died in a London hospital after ingesting a radioactive substance, polonium-210. On his deathbed, he blamed then-Russian President Vladimir Putin for authorizing his poisoning ? bringing U.K.-Russian relations to a freeze.

London officials said Friday that coroner Dr. Andrew Reid had asked police and British intelligence agencies to carry out further inquiries into the death.

Russia has refused repeated British requests for the extradition of the chief suspect in the case, ex-KGB agent Andrei Lugovoi, who denies any involvement.

Last month, in a step toward mending U.K.-Russian ties, Prime Minister David Cameron made the first visit to Russia's capital by a British leader since Litvinenko's death. He stressed that Britain and Russia must set aside their disputes over the incident to nurture new trading ties and help promote global stability.

Cameron held talks with Putin and with President Dmitry Medvedev, who said relations between the two countries were thawing but that there would be no change in Moscow's refusal to hand over Lugovoi.

Reid, the coroner, has deferred a decision on the full scope of the inquest and whether he will hold it himself or ask for a senior judge to oversee the process.

His office declined to give a timeframe on when those decisions will be made.

Litvinenko's widow Marina said she had been waiting for almost five years for an inquest.

"The coroner has said there will be a wide inquest into my husband's death," she said. "It will therefore include an investigation into the involvement of the Russian state in his murder, which is exactly what I want."

In this remake by Craig Brewer ("Hustle & Flow"), we get a better, more colorful film, but less chemistry in the cast. Kenny Wormald, a former backup dancer for Justin Timberlake, slides into Bacon's dance shoes as Ren MacCormack, the big-city out-of-towner who disrupts life in a Georgia small town. He soon sets his sights on Ariel (Julianne Hough), the daughter of the town preacher (Dennis Quaid), who, after a tragedy, led the town in outlawing dancing. Brewer reprises much of the original "Footloose," scene for scene, sometimes shot for shot. But he also expands the film's world, fleshing out back stories and adding a little humor. Wormald and Hough are both handsome and good on the dance floor, but they come across more like teen stars in training than representations of real youth angst. These kids may have better technique, but they don't have the moves. Miles Teller, as the hayseed sidekick, and Ray McKinnon, as Ren's uncle, are the film's best additions. PG-13 for some teen drug and alcohol use, sexual content, violence and language. 113 minutes. Two stars out of four.

"Don't settle," has become Bachmann's pitch as she tells Christian conservatives they shouldn't accept a Republican nominee who isn't fully dedicated to their priorities.

It's likely to be her message when she speaks Friday night to activists gathered at the Values Voters Summit in Washington, a who's who of social conservatives who lead the constituencies Bachmann needs to court. She won't have the stage alone; the other Republican presidential candidates conservatives favor are scheduled to speak earlier in the day.

Bachmann reached the high point of her campaign seven weeks ago when she won a test vote of Iowa Republicans. But as Texas Gov. Rick Perry entered the race, Bachmann dropped in polls, replaced her top campaign staff and struggled to raise money. And even as Republicans have grown wary of Perry, polls show that it's businessman Herman Cain who's rising from Perry's slide ? not Bachmann.

So, as she looks for a political lifeline, Bachmann has retooled her message to focus intensely on energizing conservative Christian voters, who traditionally have a heavy influence in the early voting states of Iowa and South Carolina. Bachmann's campaign still views tea party support as integral to her success, and she still talks about fiscal issues, but she's also returned to speaking in more overtly religious terms.

"It was really pretty intimate and quite personal," said the Rev. George Grant, the chancellor at New College Franklin, a Christian college in Franklin, Tenn., after hearing Bachmann speak to about 200 evangelical pastors and faith leaders gathered near Nashville.

Grant said he arrived at the speech uncommitted to a candidate but left much likelier to support Bachmann. "She was speaking to a lot of like-minded folks and she was using their language," he said.

On Thursday, Bachmann's congressional office announced she would sponsor a bill in Congress that seemed aimed directly at evangelical voters. The "Heartbeat Informed Consent Act" would require doctors who perform abortions to show the mother an ultrasound image of the baby's heartbeat before performing the procedure.

Bachmann's campaign is looking for "pastor chairmen" in all 99 Iowa counties, each charged with building support not just among churchgoers but with other ministers and church lay leaders. Similar organizing is under way in South Carolina and Florida.

"I think we're building toward having a more comprehensive evangelical outreach in Iowa than anyone's ever had before, with the possible exception of when Pat Robertson ran," said Bob Heckman, a Bachmann consultant and GOP presidential campaign veteran.

Heckman said fiscal conservatives remain important to Bachmann's campaign, which is also looking for 99 tea-party chairmen in Iowa. Still, there is no question that Bachmann is particularly well-suited to refocus her efforts on reaching Christian conservatives: She distinguished herself in Minnesota as a politician who didn't merely align herself with the religious right, but rather rose from the heart of the movement.

"Don't settle when it comes to your relationship with Jesus Christ," Bachmann recently told an audience at Liberty University, the Virginia Christian college founded by televangelist Jerry Falwell. "He is the lord of the universe, the master, the creator, the alpha and the omega, the beginning and the end."

Bachmann repeated that theme? "don't settle" ? and urged evangelicals not to choose a nominee who has strayed from their principles. It's a shift from Bachmann's earlier emphasis on spending restraint and the federal government's overreach.

It's also the message at the core of Bachmann's political history. As a law student at Oral Roberts University in the 1980s she was taught that Christian morality is the basis of U.S. law. Bachmann proceeded from that point as an activist and politician ? as a protester outside abortion clinics; as a school board candidate who blasted state education standards for downplaying the religious convictions of America's founding fathers; and as a state senator who helped organize and lead a "pastor's summit" at a suburban megachurch to build support for a constitutional ban of gay marriage.

By the time Bachmann first ran for Congress in 2006, she was comfortable enough with congregations to take to the pulpit at a suburban megachurch near Minneapolis and proclaim herself a "fool for Christ," while winning the endorsement of its pastor.

Bachmann's strategy isn't without risk ? previous candidates boosted by Iowa's evangelical voters have failed to capitalize on that success once the campaign left the state. Former Arkansas Gov. Mike Huckabee, an ordained Baptist minister, won the Iowa caucuses in 2008 but could never draw even with eventual GOP nominee John McCain. Pat Robertson ? a spiritual father of today's Christian conservatives ? finished an unexpectedly strong second in 1988 but failed to match that success elsewhere.

Millionaire tax: Smart politics, awful policy

The idea would raise the average tax bill of those making a million or more by $110,000. Almost nobody else would pay a nickel. But it perpetuates the dangerous myth that we can address our fiscal problems by taxing only a handful of rich people.

Senate Democratic Leader Harry Reid?s plan to fund a $445 billion stimulus, err, jobs bill with a 5.6 percent surtax on millionaires is not all bad. After all, Tax the Rich does make a nice campaign bumper-sticker. But it is mostly bad.

Almost nobody else would pay a nickel. What?s wrong with that, you might ask if you don?t happen to make a million. To start, it perpetuates the dangerous myth that we can address our fiscal problems by taxing only a handful of rich people. Unfortunately, as my Tax Policy Center colleagues showed so well a couple of years ago, we can?t. There are not enough of them? so their rates would have to be astronomically high (only about a half-million households will make a million or more in 2013).
  • Democrats now insist that somebody making $999,000 a year is in the struggling middle-class and needs to be protected from tax increases. It was ridiculous enough when President Obama decided that $200,000 ($250,000 for couples) defined middle class. It was even stranger when GOP presidential hopeful Mitt Romney adopted that number. Median household income in the U.S. is, um, $60,000. Sorry, but if we are going to get serious about the deficit, people making $200,000 (or even $100,000) have got to help out.
  • Reid seems to be asking those who make a million or more to pay a top marginal income tax rate approaching 50 percent starting in 2013 (Here?s how you get there: Allow the 2001/2003/2010 tax law to expire for high-income people after 2012?an idea Reid supports? and members of the million dollar club would be paying a top rate of 39.6 percent and would lose benefits of their personal exemptions and standard deductions. In addition, the 2010 health law adds another 0.9 percent surtax on their wages starting in 2013. Finally add Reid?s surtax). The Ds can set a top rate approaching 50 percent. But here is a clue: Rich people won?t pay it. They will, however, pay their accountants to help them game the system.
  • The capital gains rate on income over $1 million would nearly double in 2013. It is 15 percent today. Expiration of the Bush-era tax cuts would restore the rate to 20 percent. The 2010 health law adds 3.8 percent on investment income. The Reid bill would add another 5.6 percent. That gets us to 29.4 percent on Jan. 1, 2013. Imagine what will happen to the stock market in 2012 as investors scramble to beat the 2013 tax hike. Just what we need: more volatility.
  • Perversely, these high rates would wreck efforts to clean up the tax code. With rates this high, the political pressure to protect tax preferences will be enormous. After all, the rich are going to fight much harder to protect breaks that are worth 50 cents on the dollar than one that is worth only 35 cents. And I stupidly thought the idea was to lower rates and eliminate these subsidies.

Reid?s bill won?t become law, of course. But that?s the point. Reid wants to be able to say that Republicans blocked a critical jobs bill just to protect their fat-cat millionaire pals. Give him credit for smart politics: By replacing the potpourri of tax increases Obama would have used to pay for his stimulus bill with a simple, easy to understand millionaire tax, the Senate Democratic leader has done a wonderful job clarifying his party?s message.

Too bad it?s such awful tax policy.
