Turkey hosts meeting to back Syrian opposition as Annan peace plan fails to take hold

ISTANBUL - China and Russia turned down invitations. Iran didn't get one. The absence of these key supporters of the Syrian regime at a meeting in Istanbul on Sunday highlights the global division over how to stop the bloodshed in Syria as much as the unity of dozens of participating countries from the Western and Arab worlds.

Then there are differences in tone and priorities in the "Friends of the Syrian People" group that aims to encourage the Syrian opposition into unifying its scattered ranks. Saudi Arabia and Qatar want to arm Syrian rebels, Turkey is making contingency plans for a buffer zone in Syria if refugee flows surge, and the United States, in an election year, says military force against the Syrian government is a last resort.

Even nations that relentlessly championed diplomacy as the best way to isolate Syrian President Bashar Assad and force him to step down are showing fatigue with that approach. Some fear Assad only agreed to a peace plan presented by U.N. envoy Kofi Annan in order to buy time and deflect outside pressure, and note fighting has not let up since the deal was announced.

"From the moment that was said, deaths in Syria have not stopped," Turkish Prime Minister Recep Tayyip Erdogan said. "They are continuing still. Annan's plan calls for an immediate, two-hour halt in fighting every day to allow humanitarian access and medical evacuations. The plan also outlines a complete cease-fire and calls for an inclusive, Syrian-led political process to address the concerns of citizens.

But skepticism about Assad's intentions suggests Turkey and other countries that say he should quit now have low expectations for the U.N. peace plan. Syrian opposition figures question the idea that Assad would help to oversee reforms, presumably including a political transition leading to his exit, after presiding over the deaths of thousands of his own people in order to stay in power.

"It seems the world, the international community, is still exhausting all efforts, all diplomatic solutions, all solutions that do not involve military action," said Bassam Imadi, a member of the opposition Syrian National Council who believes the Syrian government will not abide by Annan's plan.

"All the regime is doing is to gain time and more time and more time in hope that the regime will be able to crush the uprising and people will go back home," Imadi said. "But, of course, this is not going to happen."

Annan's call for talks within Syria appears to contradict the premise of key nations at the Istanbul meeting that believe Assad must go now. However, the broad nature of the U.N. proposal was designed to win the support of Russia and China, which earlier blocked action against the Syrian regime in Security Council vetoes.

U.S. Secretary of State Hillary Rodham Clinton was expected in Istanbul for the one-day meeting after talks in Saudi Arabia on devising a unified strategy on stopping the Syrian crackdown and gaining humanitarian access to beleaguered communities there. More than 9,000 people have been killed in Syria's violence since last March, according to U.N. estimates. Hundreds of thousands have fled their homes.

"Turkey and the United States both believe military force is absolutely a last resort, an undesirable one," Francis Ricciardone, the U.S. Ambassador to Turkey, told reporters in Istanbul. "We are working within the bounds of international law and diplomacy. And we are doing it together. This is a situation with no easy answers, no simple answers, no magic, that can be produced."

He said of the Istanbul meeting: "Will it lead to an instant solution on Monday morning? I don't think so. But will we be closer? Yes, I think so."

A Turkish analyst, Osman Bahadir Dincer, compared negotiations with the Syrian regime to "putting a brain dead patient on a life support machine," and said that even Russia and Iran, Assad's allies, were building ties with "various actors" in preparation for a post-Assad era.

"The United States speaks of a change in Syria and appears to support it diplomatically, but at the moment it does not want to intervene or pay a price for it. But this does not mean that it won't intervene at any time," said Dincer, a Syria expert at the International Strategic Research Organisation, a centre in Ankara, the Turkish capital.

"It can be expected that, as in Libya, it will try to intervene by putting an ally like Turkey to the fore," he said.

Turkey, which shares a long border with Syria and hosts about 18,000 refugees, has been one of the most vocal critics of the regime there and its leaders were frustrated by Assad's failure to heed their calls for reform last year. In an interview with The Associated Press late Friday, Turkish Foreign Minister Ahmet Davutoglu said Syria was a Cold War-era case of the "illusion of autocratic regimes."

"They think that after a while, they will control the situation. But when they do more oppression, then pressure, then they are losing more control," said Davutoglu, who has travelled to Syria dozens of times in the last decade.

Of Assad, he said: "Unfortunately, he did not show vision, courage, and understand the logic, the logic of the flow of history."

If you are as passionate about rugby as I am, it is difficult NOT to write about the appointment of Stuart Lancaster as England head coach, on a permanent basis and try and put his appointment into a broader business and context. Having worked so hard, Stuart Lancaster has finally achieved his aim. There are some good business lessons for students, professors and business managers alike in the way he has gone about his business. From the outset Stuart Lancaster was confident in his own abilities but knowing that you are better just isn?t enough, it is results are what count. Here are five lessons that all business leaders can learn from the assured way he goes about his business.

1. Excellent team building:This has been an England weakness for years but Stuart Lancaster had shown a sure touch. Who would have thrown in Owen Farrell so early and at fly-half as well? Who would have thought that Brad Barritt and Manu Tuilagi, seemingly so alike, would gel so quickly at centre. FCC looks to ISPs for cybersecurity assistance | Simply Security

With cybercriminals proving their skill at disrupting everything from consumer finances to government websites, the U.S. Federal Communications Commission (FCC) is calling for more proactive intervention from Internet service providers (ISPs).

In a speech presented last week to the Bipartisan Policy Center, a Washington, D.C. think tank, FCC chairman Julius Genachowski discussed his views on the vital role cybersecurity will play in America's economic future. Specifically, Genachowski outlined his "multi-stakeholder approach" that would take definitive steps toward eradicating botnets, domain name fraud and Internet protocol hijacking.

"Broadband Internet ? over wired and wireless communication networks ? has transformed our economy and society, opening up a new world of broad opportunity," the FCC chief explained. "Eight trillion dollars are exchanged over these wired and wireless networks each year, and growing. If you shut down the Internet, you'd shut down our economy."

Aside from representing a powerful new avenue for job creation, Genachowski noted, digital tools have become a key driver of innovation in settings ranging from healthcare and education to public policy and emergency response. However, ensuring that all of this information is flowing safely and efficiently across national networks is a never-ending challenge. With everything from economic vibrancy to energy grid security at stake, the FCC chairman suggested that swift and smart intervention will be needed from all sides.

In accordance with the National Broadband Plan, the FCC's own Communications Security, Reliability and Interoperability Council (CSRIC) was tasked with diagnosing "critical private sector Internet security vulnerabilities" in March 2011 and delineating a plan of action within a year. Based on the working group's recommendations, it appears as though ISPs may be asked to conduct more of the heavy lifting than they have in previous years.

"Internet service providers cannot do this alone, but ISPs can play a significant role in the battle against botnets," Genachowski stated. "They can increase customer awareness so that users can look for signs that their computers are being used as bots, detect infection in customers' computers, notifying customers when their computers have become infected and offer remediation support."

The FCC chairman then called upon all ISPs to develop and adopt an "industry-wide code of conduct" to thwart botnet activity and keep consumers safe. Comcast, among others, has already rallied around this notion and pledged its cooperation.

"To be effective, everyone who is a part of the Internet ecosystem must play a meaningful role in ensuring that private and government networks, and personal computers and devices are secured," Comcast president Kyle McSlarrow wrote in a company blog post. "Comcast will continue to develop innovative solutions and participate in multi-stakeholder organizations to assist in the development of real-world solutions, best practices, codes of conduct and guidelines."

One of the more important elements ISPs can add to the data security equation, according to Dark Reading, will be the raw data of infected machines. By volunteering their "bot counts," ISPs can provide Internet security collaborators with a much more accurate perspective of the botnet landscape. However, a more significant step could be leveraging that data to not only build consumer awareness campaigns, but even notify end users directly when they are using infected hardware.

The second most prevalent threat identified by Genachowski and colleagues was IP hijacking, or the misrouting of web traffic.

"The protocol that enables seamless connectivity ? known as Border Gateway Protocol or BGP ? doesn't have built-in mechanisms to protect against cyberattack," the FCC chairman noted. "This makes is possible for bad actors to misdirect Internet traffic meant for one destination through the hands of another, perhaps untrustworthy, network."

During this detour, cybercriminals can digitally eavesdrop on user conversations to either steal or corrupt data before it makes it to its final destination. Although Genachowski conceded that it is likely impossible to quantify the damage of these activities, this strategy has been used to great effect by Chinese programmers and may be a primary conduit of cyber espionage attempts.

To regain the upper hand, the FCC chairman urged ISPs to dedicate their focus ? and resources ? toward supporting the development of secure routing standards. There has already been significant progress in this area from Internet engineers, and the elimination of IP hijacking could be both financially and operationally advantageous to network operators.

Genachowski's final talking points addressed the escalating gravity of domain name fraud. The Domain Name System (DNS) that forms the most basic Internet architecture can be characterized as a "digital phone book for the web," hosting identifying information on websites and directing end users toward their desired destinations. However, similar to IP hijacking, vulnerabilities in DNS can be exploited to allow hackers to manipulate key information and misdirect traffic to fraudulent websites. As a result, unsuspecting users could be entering their legitimate login credentials for imposter applications.

The Internet Engineering Task Force has already developed a solution to these problems in a series of extensions that form its DNSSEC framework, but private sector adoption of this standard has been surprisingly low. Genachowski urged ISPs to follow the example of leading Internet authorities and government agencies and implement DNSSEC as soon as possible.

While the merits of such goals are beyond reproach, the potential data privacy implications seem to follow the discussion at every turn. As Genachowski noted at several points during his speech, privacy and security must remain complementary pursuits, and compromising one for the sake of the other would be a "false choice." Applying theory to practice has proven difficult, however.

Although the Stop Online Piracy Act proposed in Congress late last year became the focus of politically contentious debate, the strongest argument against its passage was a technical one. Internet engineers concluded that provisions related to the manipulation of DNS protocols to facilitate enhanced monitoring could provide a significant threat to consumer privacy and the fundamentals of Internet security. Similar criticism has been posed to a new cybersecurity bill being circulated in the Senate as legislators struggle to find the middle road between gaining greater insight on cybersecurity risks without setting oppressive regulations or inflicting collateral damage on the public domain.

French Interior MInister Claude Gerant has just arrived outside the apartment building after revealing that it's not clear if the shooter is actually still alive as police had "no contact" with him during the night.

Mohamed Merah said he wanted "to die weapons in hand," Gueant said earlier.

The sound of blasts and gunshots were heard overnight and one source says anti-terrorist officers besieging the apartment exploded a series of charges before and after midnight to intimidate 23-year-old Merah, who has claimed responsibility for seven murders.

In the 1993 case former soldier Erick Schmitt took a teacher and students hostage at a kindergarten in the Paris suburb of Neuilly. Raid finally launched an assault after 46 hours killing Schmitt and rescuing all the hostages safely.

2308 GMT: Despite the flurry of activity, an unnamed source close to the operation has denied the latest blasts indicate a fresh assault on 23-year-old Merah's first floor flat. "He said he wanted to give himself up. He changed his mind, so we're stepping up on the pressure on him to surrender," the source said. There were no sounds suggesting an exchange of fire following the blasts, according to AFP reporters on the ground.

2301 GMT: The explosions come at the end of a long day for French police hunting Mohamed Merah, who is of course suspected of killing three French troops as well as three children and a teacher at a Jewish school in recent days. The siege started early this morning and it is thought the explosions could be an effort to incapacitate the suspect so he can be captured alive and tried. He has fought off several previous attempted assaults on the apartment.

Watching surveillance footage shown to him by police, Dellacherie had noticed that the scooter used in the attack had been partially repainted white and recalled a man who came into his shop a few days earlier saying he had taken his scooter apart to repaint it. "I gave them the first and last names of the young man, which we had in our database since he was 14 years old," Dellacherie said.

1710 GMT: Police have also found a camera that the killer may have used to film the attacks, Molins confirms, responding to reporters' questions at a press conference in Toulouse. It was discovered "in a bag which he had given to an acquaintance to look after," the prosecutor adds.

1647 GMT: Police have found the scooter allegedly used by the gunman and are looking for a car that may contain weapons, the French prosecutor says. "A T-Max scooter has been found with the two dark and white helmets used at the different crime scenes, while a Clio is actively sought and everything leads us to believe that it contains a certain number of weapons and ammunition."

1642 GMT: Merah said he was driven by the fate of the Palestinians, France's involvement in Afghanistan and the banning of the veil in France, Molins says. A France 24 journalist who received a call during the night from a man claiming to be the killer earlier cited the same motives.

1631 GMT: The French prosecutor continues: "Mohamed Merah explained that he belonged to Al-Qaeda. He explained he had been trained by Al-Qaeda in the Pakistani-Afghanistan region in Waziristan. He explained his trips abroad, including his time in Afghanistan.

"He said he does not have a suicidal spirit, he did not have a martyr's soul, he preferred to kill and remain alive."

Refering to the suspect, Molins told reporters: "He says he always acted alone." "He has expressed no regret" except "not having been able to have more victims".

1227 GMT: More details are emerging about the suspect, with French Interior Minister Claude Gueant saying he was part of a group of Islamic Salafist fundamentalists in Toulouse who had made two trips to Pakistan and Afghanistan.

1147 GMT: In Toulouse - Several young men, presenting themselves as friends of Merah, have arrived near the scene where he is holed up in a flat, offering to act as mediators, AFP's Nicolas Gaudichet reports. Police are asking them to wait.

1143 GMT: According to a police source, Mohammed Merah, born October 10, 1988, in Toulouse, had recently been refused entry into the army. His killing methods suggest someone who was trained and used to using weapons.

1132 GMT: The France 24 journalist who received a call claiming responsibility for the attacks describes the caller as "a very eloquent young man and "very, very calm". "He said that it was to avenge the law against wearing the veil and France's participation in the war in Afghanistan and also to protest against the situation in Palestine," she tells France Info.

1102 GMT: Palestinian prime minister Salam Fayyad says extremists must stop "marketing their terrorist acts in the name of Palestine" and "stop pretending to stand up for the rights of Palestinian children who only ask for a decent life". The shooting suspect claims to have acted to avenge Palestinian children, France's interior minister said earlier.

1046 GMT: Those neighbours trapped in the besieged flats, who were pleading to be let out, have in fact now been evacuated, police say. Officers said they were in shock and were being offered psychiatric support.

1040 GMT: At the scene - Neighbours trapped inside the five-storey apartment building besieged by French special forces in Toulouse are pleading for authorities to get them out. "You must ask them to get us out!" a sobbing woman told France Info radio by telephone, saying she lived just above the first floor flat where the suspect was holed up.

1035 GMT: Palestinian diplomatic missions in France condemn the "hateful" Jewish school attack "in the strongest possible terms". "All racist crimes are attacks on humanity in general and on the republic in particular," they said in a statement, issued in the name of the Palestine Liberation Organisation, the Palestinian Authority, and Palestine's missions to France and UNESCO.

1031 GMT: President Nicolas Sarkozy, giving a TV address, says: "Terrorism will not succeed in fracturing our national community".

1028 GMT: French socialist presidential candidate Fran?ois Hollande voices his "relief" that the suspect has been identified and hopes "the operation unfolds normally".

1020 GMT: France's domestic intelligence agency had tracked the suspect "for years", Gueant admits, telling journalists: "He had for several years been tracked by the DCRI and its agents in Toulouse, but there was never anything to suggest that he was preparing a criminal act."

1015 GMT: The French interior minister says the gunman has stopped negotiating with police. "He is no longer talking, the conversations have stopped," Gueant tells journalists in Toulouse. Earlier police said they were in talks with Mohammed Merah who had pledged to surrender later.

1012 GMT: More on the latest arrests... the mother and brother of the suspect has been detained along with the brother's girlfriend, police reveal. Police had said previously that the brother was in custody and that the mother had been taken to the siege scene to try and get her son to surrender.

1009 GMT Sarkozy is also to meet today with the head of the French Muslim Council, Mohammed Moussaoui, and Richard Prasquier, the head of France's main Jewish organisation, the CRIF.

1006 GMT: French President Nicolas Sarkozy, who is going to Montauban for a memorial ceremony for the three soldiers killed at 1430 GMT, will "pass by Toulouse" and "meet the investigators to thank them", Intererior Minister Claude Gueant announces.

0943 GMT: At the funeral of the four school shooting victims, taking place in Jerusalem, Israeli interior minister Eli Yishai says: "There is justice and there is a judge. We hope that the government of France will take the strongest steps against the perpetrators and do everything to ensure the safety of all the Jews in France, to chase out anti-Semitism and its supporters."

0939 GMT: France's top Muslim leader speaks out against the shootings, saying the killer acted against Islam. "These acts are in total contradiction with the foundations of this religion," says the head of the French Muslim Council, Mohammed Moussaoui. "France's Muslims are offended by this claim of belonging to this religion."

0929 GMT: More on the comments from French Interior Minister Claude Gueant ... he says the suspect is thought to be armed with a Kalashnikov assault rifle, a Mini-Uzi 9mm machine pistol and other handguns, but has thrown the .45 pistol believed to have been used in the shootings from the window.

"The presumed guilty party asked for a means to communicate with police. In exchange for this means of communication, he threw a Colt .45 from the window. He has certainly thrown one weapon out, but he has others," Gueant told BFM-TV.

Earlier Gueant said the suspect had spoken to officers through the door of his apartment, and declared himself to be a "mujaheedeen" or Islamic warrior fighting to avenge Palestinian children killed in the conflict with Israel.

0913 GMT: The France 24 journalist who received a call during the night from a man claiming to be the killer tells AFP journalist Nicolas Gaudichet he gave her details of the murder, including the number of shots fired and type of weapon used. "He said he was affiliated with Al-Qaeda and that it was only the beginning...that everything was filmed... and that it would be on the web shortly".

0857 GMT: The explosion heard earlier near the building where the suspect is holed up came from the destruction of a vehicle which was blocking police efforts, a source close to the investigation says.

0850 GMT: The besieged suspect has declared he will surrender later today, Interior Minister Claude Gueant says.

"He is currently in a dialogue with a police official and he says, I do not know if he is telling the truth, that he he will hand himself in later in the day," the minister tells BFM-TV.

0843 GMT: Back in France, police have named the suspected gunman as Mohammed Merah, 23, of Algerian origin.

0840 GMT: Meanwhile in Jerusalem funerals are under way for the three French-Israeli children and a teacher who were gunned down in the Jewish school shooting, AFP correspondent Selim Saheb Ettaba reports from Israel.

At least 2,000 mourners were gathered at the Givat Shaul cemetery as the four bodies were carried to the gravesite. Among them is French Foreign Minister Alain Jupp? as well as family and friends of the deceased.

0835 GMT: French Interior Minister Claude Gueant says police want to catch the suspect alive. He tells BFM television: "Our main concern is to catch him and to catch him under such conditions that he can be brought to justice."

0830 GMT: A loud blast was heard earlier near the besieged building, an AFP journalist reports.

LIVE REPORT: French police have surrounded a house in Toulouse where a man suspected of a series of deadly shootings is holed up. In this live report AFP will be following the operation as it unfolds.

So far two officers have been wounded after shots were fired at the property under siege in a residential area of the city.

The suspect is a French national of North African origin who has declared himself a member of the Al-Qaeda network, officials said.

In the latest development, police said the suspect had been previously arrested in the southern Afghan city of Kandahar. A source close to the investigation told AFP that the 23-year-old had once been arrested on a matter of common law in the country.
